ESTABLISHMENT: The Committee was established on 22 December 2004 by virtue of decision no. 39 of the Chamber of Deputies, under the name "Committee for Equal Opportunities between Men and Women". It became the Committee on Equal Opportunities for Men and Women on 25 October 2005, by decision no. 34 of the Chamber of Deputies.
<p>MANDATE: The Committee drafts amendments and Bills, which it debates, and addresses specific matters that fall within its area of competence as defined by the Board of the Chamber of Deputies. The Committee issues opinions and produces reports and recommendations aimed at eliminating all forms of sexual discrimination, enhancing the status of women in society and mainstreaming the principle of gender parity in Bills, policies and programmes related to men and women. It also monitors the country's compliance with international standards and instruments on the status of women and gender parity to which it is party.In addition, the Committee carries out the function of parliamentary oversight and where necessary, conducts parliamentary inquiries that fall within its sphere of competence. Ministers are regularly invited to present their plans and assess government policy in the field of gender parity. Members of government must take into consideration Committee decisions. It is accountable to the body that coordinates the activities of the various committees within the Chamber of Deputies. |
| Membership |
The Committee consists of 13 deputies: eight belong to the political majority and five come from the opposition. Its membership reflects the political configuration of the lower house based on the last elections and the results of negotiations between leaders of the different parliamentary groups. Appointments to the Committee are made by the parliamentary groups according to the powers granted to the members of parliament. The Committee's term of office is the same as that of the legislature: four years. Committee members may be dismissed and replaced by another member of the same group (proposed by the parliamentary group).

| Working methods |
The items on the Committee's agenda are approved by its Bureau and based on recommendations made by the permanent Board of the Chamber of Deputies, taking into consideration the requests of government, parliamentarians and non-governmental organizations (NGOs). Committee meetings are called and presided over by the Committee Chair or an alternate approved by the Chair. The Chair presents the agenda, which must be adopted by a majority vote of members present. Members of the Committee may propose amendments or changes to the agenda at the start of the session. Pursuant to the Standing Orders of the Chamber of Deputies, Committee meetings are open to the public, except in cases where a decision is taken to hold the sitting in private. All documents are made available to the public. The Committee may organize hearings and summon representatives of government, public authorities and NGOs. Decisions are adopted following a debate. The presence of the majority of members guarantees a quorum and decisions are adopted by a majority vote of members present. The Committee issues opinions at the request of other standing committees, and produces reports and recommendations for the Board of the Chamber of Deputies. |
| Relations with other parliamentary bodies |
Where necessary the Committee exchanges information and cooperates with other congressional committees and the Board of the Chamber of Deputies. It may organize joint meetings and seminars with other congressional committees to debate issues of common interest. |
| Relations with external bodies |
The Committee may summon government representatives to provide information. Members of government must appear in person at the Committee's request to offer information and explanations. The Committee cooperates and exchanges information with the National Council against Discrimination, the National Agency for Equal Opportunities, the National Agency for the Protection of Families, the Ministry of Labour, Social Security and Families and the Ministry of Health. The Committee exchanges information and cooperates with the Ombudsman. The Committee is willing to cooperate and exchange information with NGOs. In conjunction with the Group of women parliamentarians, committees, ministries, institutions and NGOs, it organizes conferences and seminars on issues related to the family, children or women. |
