Nearly every country in the world has some form of parliament. Parliamentary systems fall into two categories: bicameral and unicameral. Use of the Inter-Parliamentary Union (IPU) websites, ipu.org, data.ipu.org and parliamentaryindicators.org, constitutes acceptance of these Terms of Use.
The IPU websites act as a resource and a repository for data on national parliaments, designed to allow users to access, compare and share. The IPU websites are aimed at parliamentarians, academics, journalists, international and civil society organizations, and the general public.
Copyright and restriction on use of content
The IPU hereby reserves sole proprietary rights including copyright, trademark and other intellectual property rights over its content on the websites, unless otherwise stated.
The IPU supports open access to the published output of its activities as a fundamental part of its mission and a public benefit to be encouraged wherever possible. The IPU’s open access policy applies to all the publications published by the IPU and is subject to the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License.
While most of the content in the IPU’s publications is owned or co-owned by the IPU, there may be materials that are credited to another published source. Permission will normally be required from the originating publisher to reproduce such materials. Please refer to the copyright notice in the publication concerned for complete information.
Translations and adaptations

Permissions and licences
Permission from the IPU is not required for the use of IPU materials issued under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License. You may also use our Application Programming Interface (API) to facilitate access to our datasets, either through a separate website or through another type of software application. Any IPU datasets must also be made available to the public free of charge.
It is important to note that:
- IPU publications cannot be used to promote or endorse products, services or any specific organization.
- The IPU logo cannot be used without written authorization from the IPU.
- The IPU provides no warranty of any kind, either expressed or implied, and shall not be liable for damages arising from the use of IPU publications.
Any use of datasets from data.ipu.org should be attributed as follows: “Inter-Parliamentary Union: dataset_name, month_year” (for example “Inter-Parliamentary Union: Women’s Caucuses, September 2017”). No warranties

Data policy
In carrying out its programmes and operations, the IPU Secretariat collects, stores and processes Personal Data on individuals interacting with the IPU, including parliamentarians, staff members and other individuals engaging with the Organization in accordance with the IPU Personal Data Protection Policy and Procedures. The IPU is committed to respecting the dignity and privacy of these individuals, while balancing such rights with the IPU’s ability to carry out its mandate.
The Data Protection Policy sets out the IPU’s approach to data privacy protection. It outlines the processes followed by the IPU Secretariat to ensure that it can carry out its mandate while abiding by internationally recognized standards for protecting Personal Data. The Policy applies to all IPU Personnel and, where applicable, Third Parties who receive, store and/or process any Personal Data and relate to all Personal Data received, stored and/or processed by the IPU Secretariat.
Amendment of the Terms of Use
These Terms of Use may be amended by the IPU at any time at its sole discretion. If the Terms of Use are amended, this will be reflected by changing the date on this page.
