The IPU High-Level Advisory Group on Countering Terrorism and Violent Extremism (HLAG) has been established to serve as the global focal point for parliamentary activities related to counter-terrorism. At its first meeting in Geneva on 4-5 February 2018, the Group approved a programme to be implemented in partnership with the United Nations Office for Drug Control (UNODC).

The programme will support work at the national, regional and international levels. Objectives include facilitating the incorporation of international resolutions into domestic legislation and promoting regional parliamentary cooperation.

The programme will help parliaments implement relevant UN and IPU resolutions on countering terrorism and violent extremism; the rule of law and the human rights aspect of counter-terrorism measures.

Amal Al Qubaisi, Speaker of the Federal National Parliament (United Arab Emirates), was elected President of the HLAG and Margret Kiener-Nellen, a Swiss MP, Vice-President.
