According to the IPU’s yearly analysis, the share of women in national parliaments increased by nearly one percentage point last year, from 23.4 per cent in 2017 to 24.3 per cent in 2018. This 0.9 percentage point increase confirms the continuing rise of women in parliament, at a slightly faster rate of change compared to previous years. Countries with well-designed gender quotas elected significantly more women to parliament than those without, respectively, 7 points more in single or lower chambers, and 17 points more in upper chambers.

The IPU Committee on the Human Rights of Parliamentarians has released its latest decisions after considering the cases of 417 MPs from 37 countries at a meeting in Geneva last week. The Committee, the only international body with a special remit to defend persecuted MPs, took decisions on 126 MPs, most of which concern opposition MPs in Venezuela.

The IPU Committee on the Human Rights of Parliamentarians has announced the highest number of human rights violations against MPs on its books since it was established 40 years ago. The Committee treated 564 cases of parliamentarians from 43 countries in 2018. This is almost double the figure from five years ago. Most of the cases concern opposition MPs from the Americas and Asia.

A new IPU report shows that information and communication technology (ICT) is helping parliaments become better connected and more transparent, and that MPs are engaging more with people through social media and instant messaging. The report is being launched at the IPU’s World e-Parliament Conference taking place from 3-5 December in Geneva, Switzerland. At the conference, the IPU will also launch the Centre for Innovation in Parliament, a new resource to support the use of digital tools in parliaments.

At the 139 th Inter-Parliamentary Union (IPU) Assembly, the global parliamentary community expressed serious concerns about MP human rights violations worldwide including cases in Cambodia, Venezuela, Turkey, and Uganda. However, there was also good news from Malaysia and the Maldives.At the Assembly, the IPU Committee on the Human Rights of Parliamentarians, the only international body with an exclusive remit to support persecuted MPs, met for its 157 th session. The committee meets three times a year to hear both complainants and the parliamentary authorities. Based on these hearings and other information, the committee takes position and its decisions are adopted by the IPU’s Governing Council. At this sitting, the committee took position on human rights violations of 295 MPs in 13 countries.

With catastrophic climate change threatening to hit many parts of the world in just over a decade, 149 national parliaments have adopted an emergency resolution calling for decisive action. Concluding the 139 th Assembly of the Inter-Parliamentary Union (IPU), the resolution, called Climate change – Let us not cross the line, follows the report published last week by the UN Intergovernmental Panel on Climate Change (IPCC). According to the IPCC report, limiting global warming to 1.5°C requires urgent and unprecedented changes in all aspects of society.

A new study by the Inter-Parliamentary Union (IPU) and the Parliamentary Assembly of the Council of Europe (PACE) shows that acts of sexism, abuse and violence against women are widespread in parliaments across Europe. The findings reveal that 85 per cent of women MPs have suffered from psychological violence in parliament; women MPs under 40 are more likely to be harassed; female parliamentary staff endure more sexual violence than female MPs; and that the majority of parliaments don’t have mechanisms to enable women to speak out.

Over 1300 MPs and parliamentary staff from around the world will meet in Geneva for the 139 th IPU Assembly from 14-18 October. Under the umbrella theme of science, technology and innovation, the Assembly will cover multiple subjects including fake news, sexism and harassment in parliaments, human rights, disarmament, counter-terrorism, the Sustainable Development Goals (SDGs), and migration.

To celebrate International Day of Democracy on Saturday 15 September, the IPU is launching New Parline, a new version of its online open data platform on national parliaments. The platform is intended for MPs, academics, civil society, the media, and all those interested in parliaments as the core institution of democracy.

Data on parliaments shows a mixed picture on 30 June, the first International Day of Parliamentarism. This date was chosen by the United Nations General Assembly in Resolution 72/278 as it coincides with the foundation of the IPU – the global organization of parliaments – in 1889. Using its unique, worldwide vantage point, the IPU can offer a snapshot of the state of parliaments in 2018.

The IPU has welcomed the historic Inter-Korean Summit held on 27 April in the town of Panmunjom by both leaders, Kim Jong-un and Moon Jae-in. Congratulating the two leaders on this giant step towards peace and reconciliation of the Korean nation, IPU President, Gabriela Cuevas, invited both sides to pursue high-level dialogue at the parliamentary level at the House of Parliaments in Geneva under IPU auspices.

The Inter-Parliamentary-Union (IPU) and the UN Office on Drugs and Crime (UNODC) are working together to strengthen the role of parliaments in preventing and countering terrorism and violent extremism. The IPU’s High Level Advisory Group on Counter Terrorism is meeting in Abu Dhabi, on 2-3 May, to move ahead with operationalizing the Joint IPU-UNODC Programme. This meeting, organized jointly by the IPU and the UAE Federal National Council, will set targets for assisting parliaments with transforming, inter alia, UN and IPU resolutions on counter terrorism into national legislation, and promote parliamentary cooperation on the issue.

Female parliamentarians worldwide called for immediate reforms to stop sexism, harassment and violence against women in parliaments. This includes urging all parliaments to set concrete targets and deadlines to achieve equal representation of women and men. Taking part in the 12 th Summit of Women Speakers of Parliament on 25-26 April, women MPs urged the Inter-Parliamentary Union (IPU) to lead global reform actions to end all forms of harassment in parliament. Participants specified that by the end of 2018, the IPU should collect best practices and issue concrete guidelines on promoting adequate responses by parliaments to sexism, harassment and violence against women MPs.

Women Speakers of Parliament will identify clear actions to eliminate barriers to women’s political participation, end harassment of female MPs, and promote inclusive parliaments. The 12 th Summit of Women Speakers of Parliament, organized jointly by the Inter-Parliamentary Union (IPU) and the Chamber of Deputies of Bolivia, will bring together the most senior women parliamentary leaders to address gender issues in parliaments, and explore avenues for more inclusive political institutions where every voice counts.

Nearly 750 MPs worldwide condemned the discrimination and abuse of refugees and migrants at the conclusion of the 138 th Inter-Parliamentary Union (IPU) Assembly in Geneva. The Assembly Declaration emphasized the critical role of parliaments in transforming the aspirations of the two Global Compacts – one on migrants and the other on refugees - into national laws.

The Inter-Parliamentary Union (IPU) expressed serious concerns about the scale and type of alleged human rights violations of parliamentarians in Cambodia, the Maldives, Turkey and Venezuela with the effect of jeopardizing parliamentary democracy in these countries.

Parliamentarians from over 137 countries will seek to identify and agree upon parliamentary inputs to the UN-led reforms on the rights and protection of migrants and refugees. Meeting at the 138 th Inter-Parliamentary Union (IPU) Assembly in Geneva (24-28 March), more than 740 MPs, including 65 Speakers of Parliament and 216 women parliamentarians, will ensure that the interests of the 6.5 billion people they represent are part of the global negotiations on the new migration regime. MPs will look in detail at their contribution to ensuring domestic enforcement of the two related Global Compacts expected to be adopted by the UN community later this year.

The year 2017 saw some positive developments in women’s participation in elections, according to the Women in Parliament in 2017: The year in review, released by the Inter-Parliamentary Union (IPU) ahead of International Women’s Day. However, in global terms, the number of women in national parliaments has only increased by 0.1 percentage point from 2016, from 23.3% to 23.4%.
