Project Officer-Indicators for democratic parliaments

IPU, in cooperation with a number of partner organizations, is developing a set of Parliamentary indicators based on SDG targets 16.6 and 16.7 (the “Indicators). The Indicators are intended as a tool to support parliaments in their learning and development. They provide a framework for evaluating the capacity and performance of parliament across all areas of parliamentary activity, as well as for identifying areas for improvement. The Indicators are based on the principle of self-assessment, and the process of evaluation is managed and owned by the parliament.

A Preliminary version of the Indicators will be made publicly available in early April 2022. Following a period of public comment, review, testing and feedback, a first full public Version 1.0 of the Indicators should be published in March 2023.

This work is fully integrated with the IPU Strategy 2022-2026. It should advance IPU’s strategic objectives (in particular #1-3 on effective and empowered parliaments, inclusive and representative parliaments, and resilient and innovative parliaments).

IPU is looking to recruit a consultant to lead the finalization of the Version 1.0 of the Indicators.

Tasks

  • Plan and coordinate the process for the finalization of the Indicators
  • Maintain close cooperation with project partners; coordinate the work of the Indicators Project Team
  • Organize events to present, review and discuss the Preliminary version of the Indicators
  • Gather feedback from parliaments on the Indicators
  • Revise the Preliminary version of the Indicators based on feedback
  • Prepare the production, publication, launch and dissemination of the Version 1.0 of the Indicators
  • Develop a governance mechanism for the Indicators after the publication of Version 1.0

Deliverables

  1. Workplan for the finalization of the Indicators
  2. Activities to present, review and discuss the Preliminary version of the Indicators
  3. Feedback on the Preliminary version of the Indicators
  4. Version 1.0 of the Indicators for publication
  5. Practical guidance notes for parliaments on the Indicators
  6. Functioning governance mechanism for the Indicators
  7. Regular summary reports and progress updates
The consultancy provides for up to 110 days of work in total during the period June 2022 to April 2023.

The initial contract would be for up to 70 days of work to be carried out in 2022. Renewal of the contract is subject to performance and the availability of funds.

Location

The consultant(s) will work remotely. Occasional travel to Geneva or elsewhere may be required.

Requirements

Candidates for the consultancy need to be able to demonstrate:

  • Advanced university degree in a relevant field, with 10 years’ experience in working for or with parliaments, at increasing levels of responsibility
  • Experience in parliamentary strengthening in at least three countries
  • Experience with parliamentary indicators
  • Experience in large-scale research projects
  • Experience in analysing information, including from a gender perspective
  • Excellent reading and writing skills in English. Ability to read French and/or Spanish is highly desirable
  • Ability to work autonomously and as part of a team that spans different countries and organizations
  • Excellent time management and attention to detail

Employment conditions

The External Collaborator is an independent contractor, is not considered to be an official or employee of the IPU and is not subject to the IPU Staff Regulations and Staff Rules. The External Collaborator is not entitled to recover from the IPU any income tax payable in respect of the fee provided under this contract and shall be solely liable for the payment of any national income tax due in respect of the emoluments payable under this contract. The External Collaborator will not be included in the IPU pension scheme.

The work of the IPU is based on the Common Principles for Support to Parliaments that describes a series of fundamental principles for the planning and implementation of programmes aimed to strengthen the capacity of parliaments. The Consultant will be expected to factor the Common principles into his/her tasks.
