This hub is part of the Centre for Innovation in Parliament.

The hub envisages developing, supporting, and coordinating an inter-parliamentary dialogue focused on the intersection of innovation and transparency. Specific objectives include sharing best practices and collaboratively addressing challenges faced by parliaments worldwide related to subjects such as: transparency and accountability; public participation, engagement, and involvement in parliament’s work; and, new technologies and innovative practices which enhance transparency in parliaments.

Transparency Hub

Transparency

The Knesset of Israel launched the thematic hub entitled 'Transparency - the Next Generation' on 15 February 2021. The launch was conducted via a virtual event that saw the participation of an initial core group of transparency leads from the Chamber of Deputies of Brazil, House of Commons of Canada, Parliament of Cyprus, Bundestag of Germany, Parliament of Ghana, Hellenic Parliament of Greece, Chamber of Deputies of Uruguay and the Knesset. The meeting - aside from introducing the hub's concept and rationale - featured exploratory discussions on transparency developments and innovations and what could be next in the parliamentary transparency context. A follow up meeting is scheduled to take place in April that intends to focus on hub objectives, work planning and next steps. The hub is keen to see the participation of additional parliaments to the core group.

Preparing for the hub inaugural meeting

Transparency

The concept for the Transparency hub has been endorsed by the Knesset Speaker and its Director General. The hub team is now preparing an inaugural virtual meeting, to be held by mid‑December. A core group of six secretaries general (or equivalent) will attend to take stock of parliamentary transparency and related developments, and to consider how these are affecting openness and parliamentary work. Based on this, the meeting will formulate the hub’s vision and objectives, and define ways of working for the future. A follow‑up meeting is planned for future hub transparency leads to develop a hub workplan and define implementation activities.

The host of this hub, the Knesset of Israel, and the IPU signed a Memorandum of Understanding in September 2019, and are working towards activating the hub with further activities to be announced. The hub envisages developing, supporting, and coordinating an inter-parliamentary dialogue focused on the intersection of innovation and transparency. Specific objectives include sharing best practices and collaboratively addressing challenges faced by parliaments worldwide related to subjects such as: transparency and accountability; public participation, engagement, and involvement in parliament’s work; and, new technologies and innovative practices which enhance transparency in parliaments.
