In this issue, we explore how the Parliamentary Assembly of Bosnia and Herzegovina used a strategic IT assessment to bridge critical infrastructure gaps and chart a path to digital maturity. We also introduce the Inter-Parliamentary Union’s (IPU) new Maturity Framework for AI in Parliaments, a practical diagnostic tool to help parliaments navigate their artificial intelligence (AI) adoption journey. Additionally, this issue contains insights from the AI in Parliaments track at the conference The Role of Parliament in Shaping the Future of Responsible AI, held in Kuala Lumpur, Malaysia, in November 2025. This includes recommendations for how parliaments can build foundations for AI and specific guidance for smaller parliaments beginning their AI journeys. This issue also includes updates on IPU Centre for Innovation in Parliament (CIP) hubs and activities.

ICT governance hub

The IT Governance Hub’s final webinar of 2025 took place on 5 November. Entitled “Methodologies for assessing the digital maturity of parliaments”, it brought together representatives of the European Parliament, the Parliamentary Assembly of Bosnia and Herzegovina, the House of Representatives of Indonesia and the IPU Centre for Innovation in Parliament (CIP) to explore how maturity assessment tools help parliaments measure and advance their digital transformation. Presentations outlined two complementary frameworks – the European Parliament’s IT Maturity Assessment Tool (IMAT) and the IPU’s Digital Maturity Index (DMI) – and drew out key principles for digital transformation assessment, emphasizing governance, benchmarking and continuous improvement. Parliamentary Data Science thematic hub

On 8 October 2025, the Parliamentary Data Science Hub hosted a webinar entitled “Strategic actions towards AI governance”. The session brought together representatives of the Chamber of Deputies of Brazil, the Chamber of Deputies of Italy, the Parliament of South Africa and the UK Parliament to explore how parliaments can effectively develop and implement AI governance frameworks. Presentations outlined diverse strategic approaches from each parliament and drew out key principles for successful AI governance, emphasizing the importance of people-first strategies, human oversight, change management and ethical frameworks. Pacific Regional Hub

Pacific hub

On 14 October 2025, the Pacific Regional Hub organized an internal webinar for parliamentary staff to share practical approaches for managing and maintaining modern parliamentary websites. The session explored how Pacific parliaments keep their websites current with daily parliamentary information, featuring real-world case studies from the Parliament of Fiji and the Parliament of Vanuatu. Presentations covered the content management systems in use, internal policies and processes for content updates, and organizational structures that support consistent and timely website management. The meeting was attended by staff of the parliaments of Fiji, Kiribati, the Federated States of Micronesia, Palau, Papua New Guinea, Solomon Islands and Vanuatu.
