Request for Proposals: Video Production Services

Background

Twice a year, the IPU convenes over 1500 delegates and MPs from all over the world. The assemblies are a vibrant and colourful demonstration of international parliamentary diplomacy and dialogue with many debates, side events, topical exhibitions, and bilateral meetings taking place.

Overview

The IPU is looking for video production services for its next assembly which takes place from 14-18 October at the Centre International de Conférences de Genève (CICG).

Purpose: The supplier will be asked to catch the spirit, energy and diversity of the assembly in order to showcase the work that takes place and promote the assembly to the wider parliamentary and international community. The supplier will be asked to focus particularly on the outcomes of the assemblies. As a secondary objective, the video will also serve as a platform to encourage other countries to host IPU events.

Length: The final product should be a short 2-3-minute video made up primarily of film footage from the assembly.

Location: Geneva only

Audience: The main audiences are national parliaments and MPs from all over the world as well as IPU partner organizations.

Distribution: The video will be hosted on the IPU’s YouTube channel and promoted on its digital and social media platforms.

Languages: The video should be in English and in French, either with narration, or subtitles, or simply a soundtrack.

Scope of Work

Under the overall guidance and supervision of the IPU assembly and communications teams, and the relevant conacts at the CICG, the supplier will be responsible for the following:

  • Ensuring pre-production planning
  • Coordinating creative direction, filming, equipment, possible interviews and film crew on one or more days from 14-18 October
  • Managing post-production including editing, voiceover or subtitles, music selection…
  • Ensuring that the correct technical requirements are followed
  • Expected Deliverables

Final product in the agreed format by 31 October. All assets and project files are the sole and exclusive property of the IPU.

Project Timeline

  • Proposals submitted no later than: 15 September.
  • Proposals will be evaluated immediately thereafter and the supplier chosen by 1 October.
  • Pre-production planning from 2-13 October
  • Filming takes places on one or more days between 14-18 October.
  • Post-production 19-31 October.

Content of response

Proposals should contain the following:

  • Your company’s qualifications or credentials
  • Brief narrative to describe how you would approach the project
  • Links to at least three relevant sample videos in your portfolio
  • Detailed cost proposal with breakdown of different budget lines to produce the video
  • Two references with full contact details

Criteria for selection

The IPU will evaluate each proposal and may contact the top proposals for follow-up questions or face-to-face meeting.

  • The IPU will choose the supplier based on the following criteria:
  • Experience of the company
  • Technical expertise and flexibility to accommodate the proposed timeline
  • Quality of portfolio / past work  
  • Cost proposal
