Parline database on national parliaments- Data Officer

The IPU has published the Parline database on national parliaments since 1996. The database provides reference information on the structure and working methods of all national parliaments in the world.

Parline currently comprises some 450 data points for each country in the world where there is a functioning parliament (currently 193 countries, comprising 272 parliamentary chambers). Among other things, data from Parline is used for SDG indicators 5.5.1 and 16.7.1(a), for which IPU is the custodian.

The IPU is seeking a Data Officer to contribute to ensuring that Parline is the reference point for authoritative and up-to-date data on the parliaments of the world. The Data Officer will work as part of a small team at the IPU and in cooperation with technical partners, as well as with a range of stakeholders inside and outside the IPU.

Tasks

  1. Develop strategies, processes and workplans for data collection
  2. Collect, manage and process data, ensuring quality control
  3. Prepare documentation for public users and IPU stakeholders
  4. Monitor and evaluate Parline KPIs
  5. Develop the Parline Correspondent network
  6. Contribute to the promotion of Parline among target user groups
  7. Contribute to the planning and implementation of the roadmap for Parline’s future development

Deliverables

  1. Documented processes and workplans for data collection and quality control
  2. Completed data sets in Parline
  3. Datasets submitted to the UN for SDG indicator 16.7.1a
  4. Reporting on KPIs and monthly progress reports
  5. Electronic archive of communications with parliaments

Duration

The consultancy is initially for the period June to December 2022. The External Collaborator shall be expected to complete up to 220 days of work per year (based on a 7.5 hour day), pro rata the start and end dates of the consultancy contract.

Subject to performance and the availability of funds, the consultancy may be extended on an annual basis in 2023 and 2024.

The work will be home-based.

Payment

Payment will be made monthly, upon receipt of an invoice for the number of days worked, dependent on completion of the work to the satisfaction of the IPU.

Requirements

Education

  • Master’s Degree in international relations, political science or other relevant social science or development studies.

Experience

  • At least five (5) years relevant working experience in research and/or comparative study in politics, parliaments or political affairs
  • Excellent knowledge of the structure and working methods of parliaments in different countries
  • Demonstrated experience of working with structured databases
  • Demonstrated experience of designing and implementing processes for data collection and quality control
  • Ability to communicate effectively with a range of stakeholders

Language

  • Fluency in English
  • Ability to read and write proficiently in French
  • Knowledge of other languages, particularly Spanish or Arabic, is an asset
