Call for bids: Video motion design on the Joint Programme on fighting terrorism and violent extremism

Context
As the world organization of parliaments, the Inter-Parliamentary Union (IPU) strives for the promotion of democracy, peace and cooperation among peoples. With that in view, it fosters contacts, coordination, and the exchange of experience among parliaments and parliamentarians of all countries. It considers issues of international concern and expresses its views about such issues in order to spur action by parliaments and parliamentarians. It also contributes to better knowledge of the working of representative institutions and to strengthening and developing their means of action. It is headquartered in Geneva (Switzerland). Terrorism is a major preoccupation for the world parliamentary community, and has continued to escalate over the last twenty years. Since 1996, IPU Assemblies have adopted 12 resolutions on terrorism, all emphasizing the need for cooperation between parliaments and the UN in supporting the implementation of the resolutions and strategies on combating terrorism. The United Nations has also adopted many instruments, including a number of important Security Council resolutions on countering terrorism. Moreover, the UN adopted Global Counter-Terrorism Strategy in 2006, and later, the Plan of action on countering violent extremism in 2016. Those measures underscore the role of parliaments in the implementation process, by specifying the legislative and parliamentary measures needed to support the global fight against terrorism.

Parliaments play a vital role in countering and combating terrorism. By strengthening the rule of law, repealing discriminatory laws and implementing policies and laws geared towards fighting discrimination, marginalisation and exclusion, in law and in practice, parliaments are an essential component of any effective response to the threat posed by terrorism and violent extremism.

As part of the upcoming 139th Assembly due to take place in Geneva on 14-18 October 2018, the Joint Secretariat of the IPU with its UN partners is seeking to develop a number of tools, including promotional visuals, such as a video clip for promoting greater visibility and significance of the Joint Programme for both parliamentarians and a wider audience, including through the IPU website and social media.

Objectives: promoting visibility for the work of the Joint Programme on combating terrorism and violent extremism.

Target audience: the primary audience is individual parliaments and parliamentarians. The secondary audience is the general public (including international and regional organizations involved in countering terrorism and violent extremism, civil society, as well as national, regional and international news outlets).

Core message: Parliamentarians engage in the global fight against terrorism and violent extremism by putting words into action.

The aim is to provide a contextual background to the fight against terrorism, the work accomplished by the IPU with its partners and the results achieved through continued dialogue and positive actions.

Key elements to cover:

  • A brief historical background on the IPU, including key parliamentary meetings on peace and counter-terrorism
  • The role of parliaments in countering terrorism and violent extremism; the Joint Programme of the IPU and partners
  • A member-driven approach:
    —Highlight the role of legislators in implementing the resolutions and strategies adopted by the IPU and the United Nations,
    —present the various recommendations adopted by the Members on countering terrorism and violent extremism,
    —present a summary of the twelve resolutions adopted by the Assemblies, other resolutions adopted by IPU Commissions over the last 20 years, and the UN resolutions.

Languages: English and French (Spanish, resources permitting).

Length: between 120 and 180 seconds

Preliminary calendar: call for bids (August 2018); creation and production (September 2018); finalisation and first screening (October 2018).

Visuals deriving from the motion design

The idea is to use the graphics developed for the motion design to produce visuals (posters, back-drop, signage, animation…) for the purpose of providing greater visibility for the role of parliaments in countering terrorism and violent extremism at the conference venue during the 139th Assembly. Ideally, the visuals could also be made available on the IPU website, via email, and could also be used at other IPU events.

Responsibilities of the company / person(s) selected for the motion design

  • Analyse the customer’s needs
  • Write the full script
  • Make any necessary corrections and/or adjustments (process to be repeated if necessary)
  • Produce the storyboard after approval of the script
  • Make any necessary corrections and/or adjustments (process to be repeated if necessary)
  • Design a graphic and visual identity (in accordance with the directives on the IPU’s visual identity)
  • Produce the motion design video
  • Present a pilot version
  • Make any necessary corrections and/or adjustments (process to be repeated if necessary)
  • Present the final version 
  • Provide translation of the voice-over in the languages indicated and integrate the voice
  • Produce visuals based on the video design
  • Deliver the final product.

Skills and qualifications

  • Perfect mastery of the animation tools used for creating motion graphic design
  • General knowledge of the skills and tools of communication strategy
  • Superior writing and journalistic aptitude
  • Strong skills in graphic design, in particular in presenting concepts and ideas visually
  • Creative thinking and a keen sense of images
  • Capacity to listen, analyse and summarize, and attention to detail
  • Positive attitude and capacity to offer and receive constructive criticism
  • Capacity to work on projects, self-discipline and rigour in handling tasks and activity reports; meeting deadlines
  •  Ability to work in a multicultural environment
  • Perfect command of at least one of the IPU languages (English, French). Knowledge of Spanish is an asset
